I would remove the pistons and old seals before powder coating, then reinstall the new after PCing. Just make sure the PC guy knows what hes doing, you dont want any kind of coating on the inner piston walls of the calliper. I suppose it wouldnt hurt to leave the old ones in before PCing, but id be worried about chipping the PC during removal of the old pistons. They slide back in pretty damn easily though. If you have an air compressor, rig something up to apply air pressure through the brake line hole to get the pistons out. Use a low pressure, and put a block of wood between the pistons to prevent them from popping out too hard.
